How to Enable Accessibility on Mac OS X 10.5 Leopard and 10.6 Snow Leopard Open System Preferences > Universal Access Check the box next to 'Enable access for assistive devices'.
This has turned critical as it makes it impossible to purchase Operation Vanguard or any other item from the CS:GO store. Store purchases require the Steam overlay which of course is broken on OS X.

If disabling and reenabling Accessibility permissions does not work, there is another workaround but it's not a permanent one and is only useful if you want to buy an item from the store. Close Steam. Open Terminal (/Applications/Utilities/Terminal.app). Type/copy the following. You will be asked for your administrator password.
Sudo sqlite3 /Library/Application Support/com.apple.TCC/Tcc.db 'DELETE FROM access WHERE client LIKE '%Steam%' ' 4. Launch Steam 5. Launch CS:GO 6. Steam will ask for Accessibility permissions, but quicker this time. Do so before continuing with the game launch 7. When CS:GO launches, you will have to wait for a couple minutes at the main menu before the overlay will work.
Steam will give you a notification about the ability to Shift-Tab in the top left when it is ready 8. Buy from the store as soon as possible. I have noticed that the overlay can break again after a few minutes. You will need to repeat all these steps every time Because an average player will not do this, I expect this bug to be fixed soon as this is a potential money loser.
I am quite surprised this was not fixed in the latest Steam update but I'm keeping an eye on future beta updates.

Select a pane to see the settings you can set for specific disabilities or devices. The panes available are: Seeing, Hearing, and Keyboard or Mouse for devices connected to your computer. If you use an external device, such as a Braille reader, make sure to check the box next to “Enable access for assistive devices” at the bottom of the Universal Access window. Choose “Show universal access status in menu bar” to display an icon in the Menu Bar you can click on to see which Universal Access options are turned on.
When you’re finished setting your accessibility options, close the Universal Access window to exit the System Preferences.
